Our first response to losing local people should not be to replace them.
We should understand why people leave and remove the barriers that prevent them from returning. Manx people and long-standing Island residents should have a genuine reason to come home, work, raise families and contribute their experience here.

Education, skills and opportunity
Train People Instead of Replacing Them
A shortage of skilled workers should not automatically result in recruitment from outside the Island. Government must first provide local people with the training, support and opportunities needed to fill those roles.

Government-backed and subsidised apprenticeships in the skills our Island needs.
More training places
Expand vocational and technical education in practical, professional and essential occupations.
Fees, tools and equipment
Practical assistance with course fees, tools, travel and essential equipment.

Clear pathways from school into apprenticeships, skilled employment and careers.

Give adults a realistic opportunity to change careers and fill shortage occupations.

Homes for the People Who Live Here
Housing and population policy must work together. There is no sense in encouraging population growth while local young people struggle to afford somewhere to live.
CHANGE will place people with a genuine connection to the Isle of Man at the heart of housing decisions and increase the supply of genuinely affordable homes.
The Isle of Man must remain somewhere our children can afford to call home.
Responsible population policy
Population Growth Must Serve the Island
CHANGE rejects the idea that a larger population is automatically a measure of success. The Isle of Man has finite land, housing, infrastructure and public-service capacity.
Government must not increase demand first and worry about capacity afterwards.
A fundamental duty
Government Must Keep Its People Safe
A government’s first duty is to protect the safety, security and wellbeing of the people it serves. Immigration, policing, justice, healthcare and every other area of public policy must be judged against that responsibility.
No person should be admitted or permitted to remain where their identity cannot be verified or where a serious public-safety risk cannot be properly assessed.

Work Permits Will Return
CHANGE will restore meaningful work permits. Employers should first seek to recruit and develop people already living on the Isle of Man.
Where specialist workers genuinely cannot be found locally, recruitment from elsewhere can take place to meet that demonstrated need.
