CHANGE — A CHARTER FOR HEALTH

OUR PROMISE
FOR HEALTHCARE

A healthier Island. A fairer system. A stronger future.

CHANGE will build a healthcare system that puts patients first — with clear standards, real accountability and better outcomes for all.

JOIN CHANGE

OUR COMMITMENT

  • Clinical care comes first — always
  • Clear waiting time standards
  • Less bureaucracy, more patient care
  • Full transparency of spending and results
  • Oversight that holds the system to account
  • A system judged by outcomes, not excuses
THE THREE LEGS OF HEALTHCARE

One health service. Three essential parts.

Each has its own role — and clear boundaries.

3. OVERSIGHT & ACCOUNTABILITY The umbrella over the whole health service.

1. MEDICAL &
CLINICAL CARE

Doctors, nurses, clinicians, therapists and other health professionals.

THE ROLE

Provide safe, effective clinical care and make clinical decisions.

THE PRIORITY

The patient. Always.

2. HEALTHCARE
ADMINISTRATION

Appointments, records, staffing, procurement, estates, IT, finance and operational support.

THE ROLE

Enable clinical care by providing efficient, timely and cost-effective support.

THE BOUNDARY

Administration does not make clinical decisions.

One health service. Three legs. Clear roles. Strong boundaries. Shared purpose: better outcomes for patients.

OUR PROMISE: CLEAR WAITING TIME STANDARDS

We will act as fast as we can.

Timely care is your right — and our commitment.

7 DAYS

See a GP

TARGET: WITHIN 7 DAYS

We will work towards routine GP appointments being available within 7 days, and reach that standard as quickly as healthcare capacity allows.

2 MONTHS

See a Consultant

MAXIMUM STANDARD

No one should wait more than two months from GP referral to see the right consultant.

2 MONTHS

Treatment Begins

MAXIMUM STANDARD

No one should wait more than two months from the decision to treat to the start of treatment.

If clinically appropriate treatment is not available on the Island in time, we will arrange treatment in the UK. Progress against these standards will be published every month.
THESE STANDARDS WILL BE DELIVERED. NOT PROMISED. NOT POSTPONED. CHANGE will take immediate action to achieve the 7 days, 2 months and 2 months standards as fast as we can.

PRACTICAL ACTION. CLEAR STEPS. REAL RESULTS.

1. IMMEDIATE ACTION
ON WAITING TIMES

We will act immediately to reduce waiting times and work towards our targets as a top priority.

●●

2. INCREASE
CLINICAL CAPACITY

We will identify where capacity is short and direct resources there.

3. CLEAR EXISTING
BACKLOGS

We will separate the historic backlog from normal demand and tackle it deliberately.

4. USE UK TREATMENT
WHEN NEEDED

Patients should not wait longer on the Island when clinically appropriate treatment can be obtained elsewhere.

5. PUBLISH THE
RESULTS

We will publish waiting times, performance and spending every month so everyone can see how the system is doing.

6. ACCOUNTABILITY
WITH CONSEQUENCES

Standards will be enforced. Failure to deliver means consequences for those responsible.
