End Mass Immigration
CHANGE will immediately end the policy of mass immigration and government-driven population growth pursued by the last government. Keeping the Isle of Man Manx — protecting our identity, community, housing, public services and way of life — will be a top priority.

Population policy will no longer be imposed without public consent
CHANGE will end the policy of increasing the Island’s population as an objective in itself. Immigration will be limited to genuine economic needs and to what the Island’s housing, healthcare, schools and infrastructure can safely sustain.
End mass immigration
The former government’s population-growth policy will end immediately. Numbers will be controlled and justified by the Island’s actual needs.
Respect Island capacity
Housing, healthcare, education, roads and public services must be able to cope before further immigration permissions are granted.
Restore public consent
Policies that fundamentally change the character and population of the Island must have a clear democratic mandate.
The safety and wellbeing of the Manx people will always come first.
Everyone requiring immigration permission to live on the Island must provide verified identity, criminal-record and relevant health information.
Those already admitted by the previous government will be required to meet the same standards. Anyone who refuses, or is unable to provide the required evidence, will have their immigration permission denied or revoked.
Where public safety cannot be established, permission will be cancelled and removal pursued.
CHANGE will introduce the legislation and enforcement arrangements required to give effect to this policy.
The same clear standards for every immigration applicant
Permission to live on the Island will depend upon reliable evidence. Claims will be checked, documents verified and important information independently confirmed.
Verified identity
Identity, nationality and immigration history must be established through verifiable official documentation before permission is granted.
Criminal-record checks
Applicants must provide appropriate criminal-record information from the countries in which they have lived. Deliberate concealment or false information will result in refusal or revocation.
Relevant health checks
Applicants will provide the health information and screening required to identify serious communicable disease and other genuine public-health risks.
Qualifications and employment verified
Qualifications, experience, job offers and salary claims will be independently checked before points or immigration permission are awarded.
Permissions granted by the previous government will be checked
Public safety must not depend on whether proper checks happened in the past
Those admitted under the previous government will be required to provide the same verified identity, criminal-record and relevant health information required of future applicants.

Immigration must serve the Island — not the other way around
Future immigration will be selective, controlled and tied to genuine skills shortages that cannot reasonably be filled by local workers or recruitment from within the Common Travel Area.
Needs-based points system
Points will reflect skills, qualifications, verified employment, salary, language ability and the Island’s current labour needs.
Work permits restored
Employers must demonstrate a genuine need and show that suitable local or Common Travel Area workers are not reasonably available.
Numbers controlled
Annual limits will reflect the Island’s capacity, infrastructure and public-service pressures rather than an arbitrary population target.
Permission will be conditional, enforceable and transparent
No automatic entitlement
Dependants will be assessed separately. Admission will depend on financial support, accommodation and the Island’s capacity.
Rules will be enforced
False documents, deliberate concealment and serious breaches of immigration conditions will lead to refusal, revocation or removal.
The public will see the figures
Government will publish annual immigration numbers, dependant numbers, occupations, costs, compliance action and outcomes.
